What would make cycling safer?

Cartoon originally appeared in the Guardian Online feature ‘A cyclists guide to biking the city‘. This is essentially the second version, which appeared in my book From A to B, resized to square and with some minor clarifications to the final point. I say ‘essentially’ as I’ve reedited slightly to fit in my watermark, as I often do.

What would make cycling safer? Is it for cyclists to wear helmets? Or is there more to it than that?
